BOARD OF SELECTMEN
TUESDAY, OCTOBER 24, 2006

The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the conference room at 110 Main Street. In attendance were Richard E. Guertin, Edward S. Harrison and Kathleen C. Norbut. Also present were the Town Administrator and the media.

The Pledge of Allegiance was recited.

Acceptance of Meeting Minutes:
Mr. Harrison made a motion to accept the meeting minutes of October 10, 2006 – open session. Ms. Norbut seconded and it was so VOTED.

Complete Special Town Meeting Warrant – Review Requested Articles:
Town Accountant Deborah Mahar and Superintendent for the Water/Sewer Department Craig Jalbert, approached the Board of Selectmen to speak about their requested articles.

Mr. Jalbert explained the articles requested by the Water/Sewer Department for placement on the Special Town Meeting warrant, which were read into the record by Mr. Guertin. They are as follows:
·       To see if the Town will vote to transfer and appropriate a sum of money from the Water Enterprise Fund to go towards the Hospital Road Water Main Replacement Project, or take any other action relative thereto.

·       To see if the Town will vote to transfer and appropriate a sum of money from the Water Enterprise Fund to go towards the New Water Tank Project, or take any other action relative thereto.

·       To see if the Town will vote to transfer and appropriate a sum of money from the Sewer Enterprise Fund to the Sewer Department Capital Account or take any action relative thereto.

·       To see if the Town will vote to transfer and appropriate from the Sewer Enterprise Fund a sum of money to the Sewer Department Capital Account or take any action relative thereto.

·       To see if the Town will vote to transfer and appropriate from the Sewer Enterprise Fund a sum of money to the Sewer Department Maintenance of Joint Treatment Account, or take any other action relative thereto.

Mr. Harrison made a motion to place the five aforementioned articles, as read by Mr. Guertin, on the warrant for the Special Town Meeting to be held on Monday, November 27, 2006. Ms. Norbut seconded and it was so VOTED.


Ms. Mahar explained her requested articles to the Board of Selectmen and they were voted on as follows:

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an         
      article to see if the Town will vote to raise and appropriate a sum of money to the  
     Assessor’s Salary Account. Mr. Harrison seconded and it was so VOTED.
This is to appropriate approximately $4,030.00 to the Assessor’s Salary Account to pay for the salary of the new Principal Assessor for the remainder of the year and pay for the previous Assessor’s accrued vacation time.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an
      article to see if the Town will vote to raise and appropriate a sum of money to the
     Assessor’s Expense Account. Mr. Harrison seconded and it was so VOTED.
This is to appropriate approximately $1,000.00 to pay for mileage when the Principal Assessor does field work.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an
      article to see if the Town will vote to raise and appropriate  for the purpose of
      revaluation, a sum of money to the Revaluation Account. Mr. Harrison seconded
      and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an  
      article to see if the Town will vote to raise and appropriate and/or transfer from
      available funds, a sum of money to the Assessor’s Expense Account. Mr.
      Harrison seconded and it was so VOTED.
This is to appropriate approximately $20,000.00 to pay for new software.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to transfer $6,299.00 from the Pension Account to the School Department Operating Account. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to transfer and appropriate from the School Construction Debt Escrow a sum of money to the Elementary School Debt. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to appropriate a sum of money to the Life Insurance Town Share Account. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to authorize to borrow $250,000.00 for the Bunyan Road Well Project. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to transfer $175.00 from the Collector’s Expense Account to the Collector’s Salary Account. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to raise and appropriate a sum of money for prior year bills. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to raise and appropriate and/or transfer and appropriate a sum of money to the Hazardous Waste Account. Mr. Harrison seconded and it was so VOTED.

·       Mr. Harrison made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to raise and appropriate and/or transfer and appropriate a sum of money for a Salary Classification Plan update. Ms. Norbut seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to raise and appropriate and/or transfer and appropriate a sum of $1,500.00 to the Emergency Management Director’s position. Mr. Harrison seconded and it was so VOTED.

·       Ms. Norbut made a motion to place on the Special Town Meeting warrant an article to see if the Town will vote to raise and appropriate $27,369.11 for de-obligation to FEMA. Mr. Harrison seconded and it was so VOTED.

·       Mr. Harrison made a motion to place on the Special Town Meeting warrant three articles from the Planning Board for changes to the bylaws as follows:
1.      An article for Section 1.7, the definition of Windmill and Section 6.18 Wind Energy Conversions Systems.
2.      An article for additions or changes to Section 5.4.1 additional language for garaging commercial vehicle or a trailer in a residential district.
3.      An article for Section 3.4.7 addition of language for size of accessory buildings.
Ms. Norbut seconded and it was so VOTED.
Ms. Norbut made a motion to close the Special Town Meeting warrant. Mr. Harrison seconded and it was so VOTED.

Appoint IBPO Member to Insurance Advisory Committee:
Ms. Norbut made a motion to appoint Officer Kristen Marciniec to represent the IBPO Union on the Insurance Advisory Committee. Mr. Harrison seconded and it was so VOTED.



Determine Right-of-First-Refusal – Miller Property/Hovey Road:
Mr. Guertin said memo’s have been received from the Planning Board and the Conservation Commission and both have suggested the town not exercise it’s right of first refusal with regard to two acres of land owned by Raymond K. Miller located on Hovey Road.

Mr. Harrison made a motion to not exercise the right of first refusal. Ms. Norbut seconded and it was so VOTED.

In other Business to Come Before the Board of Selectmen:
Mr. Guertin informed the listening audience the Monson Arts Council is putting on a play entitled “In Good Spirits”. It is a musical comedy written by a gentleman from Wilbraham. Show dates are October 27th, 28th and 29th and November 3rd, 4th and 5th.

Ms. Norbut reminded the listening audience the evenings are getting darker and there is a lot of traffic, particularly in the downtown area, and wanted to remind people to obey the crosswalk laws and to be very thoughtful for the children who will be out Tuesday between 4:00 and 6:00 p.m. Trick or Treating.

Ms. Norbut also encouraged residents to vote on November 7th. Mr. Harrison added, while we are voting for our national and state representation, there are also five local questions on the ballot. The Community Preservation Act will be question #4 and he asks residents to vote “yes” on that question. Mr. Harrison explained while passing the act will mean an increase in property taxes of approximately $37.00 per household, the money will be matched dollar for dollar by the state. The money can be used for historic preservation, open space and recreation or affordable housing. Ms. Norbut added this would be a positive step for the community and a great way to develop a funding source to do some specific projects for our town.

Correspondence was read and completed.

At 8:05 p.m., Mr. Harrison made a motion to adjourn from open session to go into executive session for the purpose of discussing collective bargaining – IBPO, not to return to open session. Ms. Norbut seconded and it was so VOTED.
